For two independent events occurring consecutively, the combined probability is the multiplication of each individual probability, i.e. $P(red1,red2)=0.22$

It’s provided that the odds of the first being red and the second not being red is 0.33,

The probability of the initial light being red is $P(red1)=0.33+0.22=0.55$ .

Since the events are independent, then

$P(red1)*P(red2)=P(red1,red2)$
$0.55*P(red2)=0.22$
$P(red2)=0.4$
